Director of Child Welfare and Social Development
The Federation of Sovereign Indigenous Nations (FSIN) is seeking a highly motivated individual for a 1 year term position, with the potential of renewal dependent on funding, of Director of Child Welfare and Social Development at the FSIN Head Office located in Saskatoon. The individual will be responsible for providing managerial support in designing structures, systems
or processes that promote and aid the formulation, coordination, integration and implementation of programs, services and benefits for Child Welfare and Social Development
including support for First Nations and Child and Family Service Agencies in implementation of Act C92.
The individual will be responsible for managing projects and deliverables, supervision of staff and ensuring standards, policies and procedures are followed and completed within specific timelines and budget. This position works independently with a minimum of direct supervision. The successful candidate will demonstrate excellent project management, written and verbal communication skills, negotiation skills and significant knowledge of issues impacting First Nations as well as First Nations governance structures and processes in Saskatchewan.
The position will coordinate and provide recommendations into policies, laws, regulations, strategies, programs or services, as may be required. This position will engage and provide liaison between the HSDS Executive Director and Child Welfare Agency Directors towards consensus on recommendations to the Health and Social Development Commission.
The Director of Child Welfare ensures efficient and effective use of department human and financial resources, and ensures the department provides productive, competent, and enhanced quality services to the organization; coordinates and monitors relationships/negotiations between government and FSIN, private agencies and individuals; is responsible for preparation and monitoring of budget proposals, yearly expenditure plans,
strategic plans, reports to funding agencies etc. for Child Welfare initiatives in collaboration with other senior management staff within the Health and Social Development Secretariat.
Qualifications: Minimum requirements are a degree from a recognized university in the field of public administration, indigenous studies, social work and/or other child welfare and social development related degrees.
The candidate must have a minimum of 7 years cumulative management experience including financial, human resource, child welfare and/or social development.
Candidates must have excellent interpersonal and problem solving skills, strong verbal and written communication skills, including the ability to make presentations. An understanding of child welfare, social development, governance and political environments considered an asset.
Salary is based on an established grid and commensurate with qualifications and experience.
